Upgrade from 6.1 to 6.2 changes PCI mapping in AWS

Existing device to PCI mappings are not persistent across software upgrades.

Problem

Device interfaces that do not have consistent naming do not hold to consistent PCI mappings. This is a known behavior in Linux. See workarounds
