4.1R4.10 is FIPS Certified release. In order to achieve the FIPS Certified environment, your router or switch must be running the certified version of Junos OS Release 14.1R4.10 for your device. After downloading the Junos OS Release 14.1R4.10 software, you can install the FIPS mode package and configure the SSH server to achieve the FIPS Certified environment.
